ARROYO SECO, Monterey County — October 29, 2026. The U.S. Forest Service has submitted a petition to revise California Water Right License 3693, Application 9525, on Rocky Creek, a tributary of the Arroyo Seco River. The State Water Resources Control Board filed an environmental notice October 28, 2026.

Proposed change

The notice describes adding fish and wildlife preservation and enhancement as a beneficial use by dedicating flow downstream of the licensed point of diversion. It also describes removing diversion-to-storage, domestic and recreational uses from this specific license.

The state says the proposal involves no construction, building, grading or excavation. A change to one water-right license is not itself a general ban on local water use or an emergency drinking-water advisory.

Public record

The site is in unincorporated Monterey County near Greenfield. Residents with questions about the exact affected creek reach or water rights should consult the license record, rather than infer impacts on a private well from the regional location alone.
